no car insurance
I was in an accident. The insurance company wants $650.00 for a bumper scratch----they bought the guy a new bumper and painted it. The want me to pay. I wrote them and stated that I was only willing to pay $100 for the scratch. I never agreed to pay $650 or stated that I was at fault. Can they send me to collections? Even though there was not contract involved.

They can send you to collections. They can also sue you. If you have insurance, you should turn this in to your insurance company immediately. Let them deal with it. If the damages are under $750, it should not affect your rates. If you do not have insurance, they will sue you. Potentially, your license could be suspended.
