Car loan change

My friends dad consigned for a car for him, and a year later both of them went to jail, leaving the car with his girlfriend. When she asked the car dealership if she should keep paying for the car, they said they would have to add someone else to the loan so they could keep the car. They had her sister go into the dealership, pulled her credit, then had her sign the original contract underneath where my friend and his dad originally signed. They then gave her a photocopy of the contract and are now harassing her for payment. Is this legal, because the original signers weren't there I would assume they would need to sign and initial for a change in the contract. Is this just a scare tactic, or maybe even fraud?
