Legal Question in Credit and Debt Law in California

a cement company is charging me $600.00 for concrete i did not order or sign for because i cancelled a work from a contrator who did because the contractor could not produce his license, can they charge me? even though the work was never completed.

If you did not order, you did not use, they did not deliver to your place and the contractor could not produce his license, he was not your agent and you do not owe. Cement company knows that, too. If they delivered, or you used or did not stop the delivery...they may prevail based on benefit of the material.
