if a check that hasn't been cashed 2 months after it was written bounces is it the fault of the writer or the collector?

I believe that would be the writer. I'm fairly sure that by law checks are supposed to be good for at least 90 days, and if I am not mistaken even longer unless they have a restrictive endorsement on them that they are void after 90 days, or six months or whatever.
