Can I call the collection agency that has filed a civil law suit and try making payment arrangements?

Sure. They may not agree to payment arrangements. But, it is worth a shot as long as you are sure the statute of limitations has not expired.

It never hurts to ask. But look at it from the standpoint of the creditor. You had a credit card or other installment account. By signing the original contract, you promised them you would make the payments on time. You broke this promise. Now, after all this time, they are ready to sue, they are sick and tired of your broken promises, and why would they believe any promises you're going to make at this point -- such as your newfound desire to make "payment arrangements."
