Legal Question in Credit and Debt Law in California

closed account

To whom it may concern:

In 1996, my checking and savings account was closed by my bank for not having sufficient funds in my checkings. I paid it off (about $120) in a week after they closed it. Can I open an account with another bank now? If not, what can I do? Thank you for your time and help.
