When can a coll. agency report to a credit bureau?
I have been contacted by a collector for towing/storage charges ($1200)on a car that I no longer own. The towing company picked up the car on 2/4/99. My release of liability is on file with DMV since 11/14/98. The person that I sold the car to never transferred the title to her name. The collection agency says that I am the last legal owner, therefore I am responsible for these charges. They have called me at work several times & threaten that they are going to report me to the credit bureau. Also, I have requested a statement of charges & DMV info that proves that I am legally responsible for the car. They have not provided me w/ anything other than demand of payment. I am responsible for this debt? I have not refused to pay the debt, but need more info.

As long as you filed the release of liability or you gave the new owner the pink slip you are not legally responsible.
