how can I collect a personal loan ? It's been 6 years I lost contact with this person until recently relocated.

Unless the debtor resides in some other state where the statute of limitations is longer than 6 years, you're out of luck. In California the legal time limit is four years.

Unless you can get them to reaffirm the debt, or you are willing to risk jail time by using methods perfected by gentlemen such as Mr. Capone and Mr. Lansky, you are out of luck. The statute of limitations on a debt arising out of a written agreement or account is four years, verbal is two.
