Your county law library, that has both the state and federal statutes.

Debt collection agencies are controlled by the FEDERAL DEBT COLLECTION ACT. Try the following link which has information and other links about the Act:

Collection agencies are governed by federal law in the Fair Credit Reporting Act, and Fair Debt Collection Practices Act, among others; and by various other state laws. You can get a wealth of information, as well as file complaints with the Federal Trade Commission at its website http://www.ftc.gov. In addition, you can check with your local law library and, if you live in California, take a look at the California Business and Professions Code.
