Collection agencies are governed by federal law in the Fair Credit Reporting Act, and Fair Debt Collection Practices Act, among others; and by various other state laws. You can get a wealth of information, as well as file complaints with the Federal Trade Commission at its website http://www.ftc.gov. In addition, you can check with your local law library and, if you live in California, take a look at the California Business and Professions Code.
