can collection agents collect on credit cards that have been charge off.

Sure. Charged off just means they have written you off as a bad debt. They can still sue on the debt, or a collection agency can sue on the debt, for up to 4 years after the last unpaid payment became due. If it has been longer than that, tell them to go pound sand. creditboards.com
