Collection after a chapter 7 discharge

I was a student at U. of Phoenix in 1990. When I left I owed approx. $1800 for 2 classes that I took. In 1994, I declared a Ch 7 and included the debt. When I try to get a transcript from them, they still refuse to give it to me because of the balance owing. Do I have to pay them even if the debt was discharged in the Ch 7? Do they have the right to withold my transcript because of that debt? The statute of limitations for collections has also past--can they legally still hold me to the debt and withhold my transcript? It no longer appears on my credit report. I need the transcript to get my B.A. from another University which is holding my diploma, until I get the official trancript from Phoenix.

You will probably have to pay. Student loans are generally non-dischargable.
