Legal Question in Credit and Debt Law in California

Collection notice for a phone number I never had

The bill is dated for service for a few months in the year only of 1998....

It's with Verizon and I'm still and have always been with Verizon...The address that's on the bill is a street address and it's a rural area that requires a P.O. Box..There never was home delivery and there still is no home delivery....

Is there a ''Statue of Limitations'' for something like this?
