Legal Question in Credit and Debt Law in California

collections summons

I recived a collection summons for an old credit card debt--last payment 12/99. I have no job, money (not as much as the debt), or saleable assets. the original debt was ~11k. the summons says the debt is now ~24k. I might be able to scrape together ~9k. I don't want to declare bankruptcy. Is there still time to negotiate this debt? is there something a lawyer can do that I cannot? what is the likelihood they would take ~9k? how do I prove to them that is their best bet, before bankruptcy?
