as a company that is owed payment from a client that has passed away, are we granted access to public record of the deceased's estate in order to recover payment?

If you were to bring a claim against the estate, there is a short legal time limit. If the decedent had a living trust, you might have to open a probate case. In any court proceeding your attorney would conduct "discovery" that would include your right to inspect and copy relevant documents. You should bring written proof of the debt to a probate attorney in your locality as soon as possible.
