What constitutes harassment by a HOA association? I had re positioned a small amount of dirt so that rain would not run off front yard. I got a letter of complaint. I submitted an architectural application the same day and made sure it got picked by the post office that day. 10 days later I get approval of the application. 3 days after that I get a second letter threatening to fine me $200 for not responding. I called and left a detailed message. No response in a week. I then sent a certified letter with all the dates and facts. Then I get a letter saying all fines had been removed. A week after this I get a statement with a fine on my account with threatening note that if not paid immediately, it would be taken to collections. I call again and talk to accounting manager about the problem. 5 days later I now get a another letter saying I going to be fined if I do not submit an architectural application. What do I do? Almost two months, and mngmt co. still has not connected all the dots. Is this harrassment?
