Costly Ambulance Ride

In 2002, my wife's son was hit by a car while riding his bike; he was 15 at the time. The paramedics called my wife and informed her that her son was fine, but in a little pain. They then asked if she wanted him transported to the hospital in the ambulance - my wife specifically told them no, and that she would take him. My wife's son then asked the paramedics to take him in the ambulance, and they did, despite what my wife told them. Now, a collections agency is calling my wife about paying this overdue bill. They were calling her son for a while there, looking for payment. Apparently, he talked to someone and the collections agency is coming after my wife. My question is: Is my wife liable for this bill, despite the fact that it was incurred against her will and it has been coming in her son's name since it happened?
