Court-Ordered Debt Collections Earning Withholding Order

My employer has received a Court-Ordered Debt Collections Earning Withholding Order which was initiated by a collection agency for traffic violations allegedly occurring in October 1989 and October 1993. After making contact with the collections agent, I was able to find out what the order was for, the docket numbers involved, when the incidents supposedly occurred, and the location of the incidents. The Traffic Divisions of the two cities involved do not have any record of the docket numbers provided. Prior to this court order, I was never notified by the creditors or collection agency about any past due amounts. Questions: Is there a statute of limitations for this? How can I get this matter resolved?
