Creating a New Credit File
My credit is messed up from a business gone bad. I heard it is possible to create an entirely new ''CPN'' credit file? that is separate from my ssn. Is this legal? How do you do it?

A "CPN" is nothing more than an EIN number. You can get an EIN number from the IRS by starting a corporation, LLC or making a trust. You will then need to obtain revolving credit under the EIN entity. Once the entity has established a strong history of good credit, it will be easier to get additional credit under the EIN entity. However, should a personal guarantee be required, you will be back to where you started. It will probably take several years for the EIN entity to establish a strong credit history. I am curious why you have not considered bankruptcy as a way to clear out your credit. That would be another way to start over. Be wary of any company that tries to sell you a quick and easy way to get good credit as these schemes are usually illegal.
