U.S credit agencies authority in Canada

I purchased an item through EBay, payment was made through my Visa via Bidpay. I never received the item it was sent back due to improper address used by sender. After e-mails to seller with no solution I informed Visa. Visa refunded due to the fact I never received what I paid for. Now Bidpay is assessing me the amount that visa refunded saying I owe them the money, they have said they will send it to a collection agency. Do U.S. collection agencies have authority to collect. Visa has refunded me, the seller is in possession of the items. I feel that Bidpay should seel reimbursement from the seller who was paid and never delivered the goods. What recourse and, or rights, do I have?

Your feelings in the matter are irrelevant. It is not Bidpay's fault that you did not receive the item. They are even more of any innocent victim than you are. You had a contract with Bidpay to send money to the seller. You need to read the contract becuase that is what you agreed to when you signed up for the service. For those of you who don't now, Bidpay is essentially a way to send money over the Internet via Western Union. Your contract with Bidpay controls here, so read it.

On a personal note, I would never make an eBay purchase with anything other than Paypal. It is much easier to resolve dispute with Paypal (owned by eBay) than a third part payment service like Bidpay.
