Can a credit card, (civil) judgment result in a lien against my personal bank account or my federal retirement annuity?

Yes as to the bank account, unless you have Social Security benefits automatically deposited into the account, in which case it is exempt up to a certain dollar amount. As for the federal retirement annuity, it depends on the actual character of the annuity. In many cases, once the money comes out, it is no longer exempt. You need to consult with a local attorney to determine if the annuity is exempt, and what the limits are for SSI depository accounts.
