is a credit card contract enforceable if it is unsigned?

Perhaps not. BUT, courts tend to enforce the obligation under what's called "common counts" (money had and received) if a person uses the credit card, receives the monthly statements, and never protests them. The interest rate might be knocked down, though, to the legal limit of 10%.
