Legal Question in Credit and Debt Law in California

I had a credit card debt that 2 weeks before it was due to expire under the Calif Stature of Limitations was submitted to an out of state arbitrator (don't remember the name - its the one that is run by the credit card companiies) the arbitrator, as always, ruled in favor of the debtt owner.

Under California law, did the arbitrators ruling reset the stature of limitations - and is it binding without being run through a California court?
