Credit Card Fraud Statute of Limitation

My boyfriend's mother took out a card in his name. He found out about it years later because she didn't pay it off. It was 3 years ago since she took out the card. He hasn't reported her and the collections agencies keep calling us. The mother's lawyer friend said the statute of limitation is 3 yrs and gave my boyfriend the green light to file fraud paper work with the credit card company. Is it really 3 years?

Can it be extended in a fraud case? If he reports it now what happens to my boyfriend? What can happen to the mother? (Some side info that may help, she took out the card in NV, but he lived in CA. She now lives in CA.)

the boyfriend is not responsible for the debt since he never signed any contract with the credit card co. and never used the card. Go ahead and report her if you want. you can also turn her into the cops. Check with the Secret Service. I think they have jurisdiction on credit card fraud.
