If my dad signed for a car loan without my mom as a co signor and he just passed away is she responible for the car loan.

Sort of. His estate is responsible for the car loan. His estate is bound up with her community property. His share of the community property goes to her but must be used to pay debts first. She should talk to a probate attorney.
