Can I be back billed for daycare services 2 years after disenrollment?

Depends upon whether you had a written or oral agreement with them. I would guess you signed some sort of agreement when you enrolled your child with fees and other matters. That contract makes your agreement to pay a written contract subject to a four year statute of limitations, not two. Yes, you can be back-billed for those fees well after two years have passed.
