Legal Question in Credit and Debt Law in California
a debt collector call me after 4 years ago when i got a online payday cash loan. i have agree to pay it if they would email me the settlement offer they offered me. they told me they couldn't send me anything saying they offered me this amount only what the orginal loan was for. my question is do i have reason to worry about this? because something is wrong with them not wanting to send me something in writing only over the phone.

If it's more than 4 years, the debt is legally uncollectible -- unless you were foolish enough to agree to pay it, which a judge might view as extending the legal time limit. I would ignore them. If they sue you, contact a lawyer in your locality right away.
