Can debt collectors collect money from relatives wages, accounts, or homes if the person who is the defendant in a lawsuit case has no assets or doesn't own or have things to take away?

No. Unless the relative is co-debtor on the loan. If a debt collector is claiming the ability to collect a debt from relatives, they are lying to you and violating the Fair Debt Collection Practices Act and can be sued.
