Debt relating to minors

Can a minor in the state of CA be held responsible for debt? Can any minor sign a contract of payment that is legally binding?

A minor is liable only for contract entered into for necessities (i.e. medical, rent,)

A minor can be held liable for "the neccessities of life", food, clothing, shelter, etc.

A car, for example, is not something that they could contract for. The legal age is 18 in CA.
