does a person go to jail for owing the IRS and/ or any government agencies if he can't pay?

It depends on intent. If failure to pay is due to unplanned misfortune, then probably no. But if failure to pay is due to tax evasion or intentional refusal to pay, then possibly, yes. You may be able to pay your past taxes through a bankruptcy or a federally authorized repayment plan.
