Legal Question in Credit and Debt Law in California

Discover bank is playing pink pong with a credit card account turning it over from one collection company to another trying to collect on a debt they claim I owe.

Is this a Legal or Lawful action on thier part by involving 3rd an 4th party's and then taking the account back over themself an sending me a collection letter for the alleged debt?
