Elderly Debts

Is there an age when elderly people are exempt for paying off credit cards? My mother is 75, a widow collecting a small pension, owns no property or vehicle and owes $30,000 on two credit cards. Should she file bankruptcy or just have the credit companies file judgments or just do nothing? What can happen to her and can the creditors attach her pension/social security?

Are there judgments against her or only collection letters. We maybe able to help her if no law suits have been filed. We can sometimes convince collection agencies to stop collection actions if the person has no assets or that her assets such as social security is exempt.
