Elderly disabled sister credit card debt

I have a 78 year old sister who was recently diagnosed with Parkinsons disease and dementia and ordered to have 24 hr care in a convalescent home. She has no assets but does have several credit cards that are maxed out. Her only income which is a small social security amount will be going for her nursing home care. She cannot pay the credit cards and cannot be agitated by collectors. What should she do or I should ask what should do?
