finance companies and FDCPA

I know that collection agengies are required to comply with the FDCPA but what regulates finance companies ? I bought a used car from a dealer and they arranged financing thru a finance company. In my application I listed personal references. I was going to be late on a payment and I called to sp/w a rep and the ''supervisor'' I spoke to was very abusive and used profanity. The company proceeded to call all the personal references to advise them they were a finance company looking for me! I made my payment but can I write a cease and desist to those references and am I entitled to a complete statement of payments made from them ? I used to be a bill collector and know the FDCPA well. I'm just not sure if and what regulates abuse from finance companies.

California has a Fair Debt Collection Act which is similar to Federal. One differnece is that the Creditor may also be liable. If you fax me any documentation and statements you have to 714 363 0229, I will provide you with free consultation.
