Legal Question in Credit and Debt Law in California
My friend was caught stealing in Walmart In San Diego, California and the police were called but didn't arrive, so Walmart let her go, and said that she would receive a letter for civil damages in the mail. If she doesn't pay the civil damages which is i think 575, will she be prosecuted, ever though she didn't get arrested, since the police were called? or Can They Not do anything?

Walmart can ask that that your friend be prosecuted, but whether or not the City Attorney's office would agree to prosecute is a matter of their discretion. The fact that she wasn't arrested means nothing.
If she doesn't pay, Walmart has the option to sue her. However, I doubt that they would.
