Legal Question in Credit and Debt Law in California

Friend owes me 400 dollars and i need to fly out of the country in 2 weeks
I loan to my friend 100 dollars and then i was in the crisis that i needed a place to stay as he lives with roommates, we decided i would pay 100 per week accumulating 300 hundred in total, then he told me i shouldnt pay to stay but he didnt return me the money . At the end, I stayed with another friend for free, he put me excuses to not live there but didnt give my money back
He is promising to give it to me back the money as soon as his financial aid comes but thats in july 15 and im going to be gone out of the U.S in July 1. Isnt some paperwork I can do where if he doesnt sent me the money after he receives it he could get saction or in trouble with the law?

Maybe you can take him to small claims court if you return to the US.
