can they garnish my wages so soon?

Is it true that the franchise tax board must wait for a debtor to be employed for 12 months before garnishing their wages if they were involuntarily seperated from there last place of employment? If its not true is there anything I can do to keep them from taking what would be a devestating 25% of my check?
