My grandmother is being billed $210.00 for a wheelchair from July of 2006 and the calls and letters are constant and now she is being threatened with a law suit she is unaware if they billed her primary or secondary insurance

The statute of limitations might have run on that debt. Therefore it might be a violation of the Fair Debt Collection Practices Act. In any case, she might call her insurance carriers and let them know what's going on. If they call again, she should obtain identifying information.
