Is it Harassing?

Is it considered harrassment if a collector calls someone who has nothing to do with the debt after that person asked them to stop many times? They have called my home, cell and work phone. She is very rude and keeps telling me i have no rights and i am now under investigation.

You may have a claim against the company for violation of the Fair Debt Collection Act. Have you received any written correspondence from the company. Please contact me if you need any more assistance.
