Hold Documents Ransom

I have a client that refuses to pay for work that I have done for him. I am a bookkeeper and still have his documents. The client is inisisting that I return his documents but then I would have no leverage to make him pay. Unfortuanately there is no signed contract although we did discuss my hourly rate and a rough idea of how long his project would take. Is there any law stating that I must return his documents before I have received payment?

That is untheical behavior. You may take legal process to collect your fees, not convert his documents. Contact me directly.
