Hospital Overbilling

My husband had 3 eye surgeries last year-2000. The hospital policy is that everything is pre-paid prior to surgery. We are given an ''estimate'' of charges and we are required to remit that quoted amount to Admissions prior to surgery. After surgery we receive a statement with additional charges tacked on. This has happened each time. My question is how can I STOP/prevent the hospital from overcharging. Thank you.

if the charges are not valid, dont pay them.
