iam a defendant to a judgement 10 years ago and I received a notice to consumer or employee and objection, am i not portetcted under the privacy act

You could call the lawyer who issued the subpoena and ask that he/she voluntarily limits it to something reasonable to locate your assets. Any medical claims, work performance, etc., are private, and you could object and then bring a motion for protective order if the lawyer doesn't agree. Read the description of documents being sought. Or, you could produce such documents voluntarily. You might want to know, too, if the judgment is beyond ten years old. If so, and it's not been renewed, the judgment creditor might not be able to proceed.
