Am I able to ignore a fare evasion ticket if they have no more information than my name?

With knowledge of your name and the general geographical area where you live [based upon where the ticket was given], unless you have a very common name a governmental agency should be able to track you down. They just need to check with the DMV to locate the address on your drivers' license, or maybe the Franchise Tax Board, etc.
