Incorrect information on Credit File (credit agency)

What can be done if there is incorrect (debts not mine) on my credit report but the companies misreporting will not answer any letters (sent certified mail with return receipt)written, show me proof of debt, or explain why my name is used. The credit agencies are completely incompetent anyway and say they have verified the information but will not tell me how or through whom.

What can be done? Is there legal action I can take? If so what branch of Law is it?
