independent contactor garnishment

I am an independent contractor, I receive in form 1099. Can my earnings be garnished if i am unable to pay a debt? I am being told this by more than one collector. Any answers will be truly appreciated.

If a creditor has a judgment against you, and they find someplace that owes you money, they can attach those wages.
