Can an individual who owns a promissory note sue the debtor in small claims court?

It depends on the amount of the promissory note. If it is for more than $7500, you will have to sue in Civil Court, Limited Jurisdication. If it is for more than $25,000, you will need to sue in Civil Court, Unlimited Jurisdiction.

Yes, for up to $7,500. If what you are owed is more then you can agree to reduce your claim to $7,500 to sue in small claims court where no lawyers can go or sue in limited jurisdiction where you will probably need a lawyer.
