Insurer did not pay for damages!

over 4 years ago i was in an auto accident where i hydroplaned into a telephone bill. shortly after i received a bill for the telephone bill over $13,000 from the local irrigation company. i contacted my insurance company and the local irrigation company and they agreed to settle the bill. here it is 4 years later and i've received a bill for the $13,000 through a collection company. the insurance company refuses to pay stating they have record of the accident but due to statute of limitations they wont pay the bill. which i in return told them i wouldn't pay either for the same reason. however they've placed the bill on my credit and my credit report shows me owing this ridiculous amount. can i have this removed and if so how should i go about doing so?
