judgement for insurance company applied to driving record to withhold license re

i was involved in an accident with another car,at the time i had no auto insurance.

the other parties insurance company obtained a judgement against me for the amount paid to their insured.they then somehow applied it to my driving record to hold renewal of my license.how can i get the judgement off my driving record so i can drive legally?according to the ca dmv i CAN'T even get a license restricted to work.but the judgement amount is 8000.00 and i cant afford the 25% down the attorneys are telling me is the minimum amount thier client will accept. to start an installment agreement,how can i get my license back?

You dont get your license back unless you pay or discharge the debt with a bankruptcy
