Legal Question in Credit and Debt Law in California

Hello, I have a judgement against me for an unpaid debt, however I need to either open a bank account or get a prepaid debit card in order to receive my Federal Pell Grant this year, if I were to open one, is it able to be seized or frozen by the collector if the only money going into the account is from federal aid?

Probably you would be able to receive your funds before the creditor finds out about your account (but of course there are no guarantees).
