Law enforcement of small claims court judgment
I am wondering why the police (law enforcement) doesn't aid in the collection of a small claims court judgment; or also doesn't help in the collection of money based on family court judgments. It seems only the rich (money and time) come to their justice.

The police enforce criminal laws, not civil law. And appropriate cases, the D.A.'s office will help collect child support and spousal support payments.
You have plenty of low cost options to collect your judgment. There are a number of tips available for free on your local court's website as well as the website for the Department of Consumer Affairs if you want to do it yourself. There are also attorneys you can hire to enforce your judgment.
