Is it legal for a collection agency to not report my debt to the major credit report agencies such as experian , transunion , and equifax

It's peculiar that it's not being reported, but I'd think you'd be happy that the debt is not being reported. If the credit card provider does not report it to the agencies, then they don't know to put it in their reports.

Reporting to the credit reporting agencies is not a legal requirement.

There is no law that anyone or any business is required to report to credit agencies. Many don't.
